Vancouver Voters Consider Police Staffing Proposition 4

Staff Report / Vancouverlocal.org

On November 5, voters in Vancouver will have the opportunity to consider Proposition 4, a police services levy aimed at addressing staffing shortages in the Vancouver Police Department (VPD). Currently, Vancouver has the second lowest police staffing level among Washington cities with populations exceeding 100,000. The VPD is authorized for 244 sworn positions, which serve a community of over 200,000 residents, resulting in a ratio of 1.21 officers per 1,000 residents.

Recent data shows that since 2018, Vancouver's growing population has led to a 30% increase in call volume for police services and an 87% rise in reported crimes. In comparison, other cities in Washington have higher officer rates per 1,000 residents, including Everett at 1.88, Seattle at 1.38, and Tacoma at 1.64.

If Proposition 4 is approved by voters, it would generate funding to support the addition of up to 80 sworn officers and 36 non-sworn staff to better serve the community's law enforcement needs. More information about Proposition 4 can be found on the City of Vancouver's official website.
